Look closely at how this building is being built. They are using sticks to prop up the third floor cement. No 2x4 lumber. Each stick is trimmed and cut to length. There are thousands of unfinished buildings - don't have to pay taxes. People live in the buildings anyway, live anywhere there is a roof.
